It's apparently not enough to merely ask judicial staff to change their mindset. Necessary measures are also needed to curb inquisition by torture.

Although much rectification efforts have been made, there remains an outstanding problem of inquisition by torture in judicial sector.

It is understandable that the public is concerned but they need not be unduly alarmed as all the necessary measures are being, and will continue to be, taken.

We strongly urge the U.S. government to take effective measures to prevent this act from being adopted in the Congress and to prevent it from becoming law.

Reform is needed, especially in the U.S., to curb the excessive litigation costs .
