We won't be spending the kind of money we would if we could (sell) bonds. But we are going to use this year to prepare as thoroughly as possible for when that bond money does become available.

Unfortunately, that is part of what we do. We have to look out for ourselves and make sure that when we are done playing that we taken care of money wise.
