It takes guts to expand production when the industry slows, as the investment required is massive.

At a lot of Vanguard funds the minimum investment is $3,000. That's a big chunk of money.

The message should be to encourage foreign investment and they (investors) will obviously not be encouraged by these moves.

They may not have been specific on the numbers, but it looks like the investment community is happy with it,
