It looks like they're at a point where we can allow at minimum a temporary certificate of occupancy for most, if not all, of the facility. By the time they want to open for classes, they should be ready.

That will allow us to fingerprint the otters to determine the minimum amount of otter in a stretch. That will really help us refine our population model.
