It is inevitable that China needs to increase its military transparency for acceptance by the international community.

All members of the international community should make due efforts in accordance with that. China will make its own utmost effort to help promote the inspection process in accordance with the U.N. Security Resolution 1441.

All U.S. and international firms operating in China face the same dilemma of complying with laws that lack transparency and that can have disturbing consequences inconsistent with our own beliefs.
