Our position is clear. Milosevic must halt the offensive against the Kosovar Albanians, withdraw his forces and embrace a settlement based on the Rambouillet framework.

There is no electricity. You can't travel by road in many parts of the country. In Congo, again, you have to go in by plane and there is war going on.

The fighting isn't over yet. Serb forces will not halt their operations until their commanders give them the order. There is hope that will happen soon.
