It could not have happened without their, at a minimum, tacit involvement.

And I wouldn't at this point make any specific linkages to what happened in this parliamentary election to any of those issues.

We're not even close to going that far.

They've also said that they're going to be conducting a comprehensive investigation not only into this incident but into all facilities where detainees are being held.

This is not something new. We've heard these sorts of comments before. It was not phrased or given as an ultimatum but rather to the contrary.
