In pre-settlement times it had more wetlands than any part of the state. It was just a huge swamp at one time.

It has more potential for wintering birds. I consider it a migration/wintering area, where I consider the rest of the state migration areas. Mallards tend to winter as far north as they can find open water.

The birds aren't that far away; they will show back up. They are pretty mobile. Birds tend to move around in the winter (to) where conditions are best for them.

We've got people pre-positioned throughout the state so they're getting on (the fires) quickly and getting them out quickly.

If there is no permanent settlement before May 1999, the Palestinians will have to declare unilaterally their own state because, otherwise, politically they are doomed.
