If you announced a shelter, what we would have had is people who were fearful would have rushed to the shelter and they would have been overwhelmed and the people on the streets would be crowded out,

We are a city of four million people. Did we take care of everyone? Probably not. Are there homeless people with mental difficulties we couldn't help? Yes. We've made an effort to help. In our disaster planning do we cure the problem of homelessness? No.

The city of Houston has a $2 billion-a-year budget, ... so $3 million is not going to make or break your city budget.

We think the major shelters will be closed next week.

We're working hard to make the housing department more efficient and provide more affordable housing. Those efforts aren't diminished. But we're complying with what the Housing and Urban Development department has said.
