As a teenage fisherman, I watched and followed terns to find fish. Later, I studied terns for my Ph.D.

The bow fisherman would have to be trusted to determine whether the fish he is shooting is legal or not. Personally, I don't see the size limit being an issue. [Bow fishermen] don't go after 12-inch fish. We want a decent-sized fish.
