I would like to personally apologize to the people of Iraq for the actions of a small number of leaders and soldiers who violated our policy and may have committed criminal acts.

These actions are intended to locate regime leaders and also to search former regime facilities,

as Iraq has become the pre-eminent obsession of political leaders and the general public.

The situation in Iraq is sufficiently sober [that] I think this has given the Iranians a boost of confidence that they didn't have two years ago. They're not scared of us as they once were.

Whatever the council decides on actions it wishes to take, they have to involve some kind of engagement of Iraq. You cannot put in place a system unless you talk to the people who have the system in place.
