How can the federal government feed its employees with catered meals and not feed the victims of Hurricane Katrina?

Even though there were hundreds of volunteers who took time off from their jobs and dropped everything in their life to help in the relief effort, there was absolutely no sign of the federal government except in the area with a fence around it.

New Orleans is a ghost town. The surface has not even been scratched.

They made good progress but the houses were no where near livable.

They have all of these trailers down there, ready for people to live in, and yet no one can move in because the government is refusing to pay for mobile homes.

This ceremony is a way to boost morale among government employees working and risking their lives in the south.
