Here on the border, we don't exactly fall under 'interior enforcement,' but any information we get on criminal activity, we follow up. We have always done that.

We want to know what kind of difference it might make. We're not planning to 'attack' any of these other analyses - one, because we don't have the resources to do that, and two, because we don't see that as helpful.

We don't soft-pedal the message; we reinforce it. The way we present the information is that smoking is a definite risk and that secondhand smoke is also a risk and causes significant problems. We don't frame it as if one is less risky than the other.
