He's mending fences. That's the impression that he's looking to create.

Acquainted with the Night

I have been one acquainted with the night.
I have walked out in rain—and back in rain.
I have outwalked the furthest city light.

I have looked down the saddest city lane.
I have passed by the watchman on his beat
And dropped my eyes, unwilling to explain.

I have stood still and stopped the sound of feet
When far away an interrupted cry
Came over houses from another street,

But not to call me back or say good-bye;
And further still at an unearthly height,
One luminary clock against the sky

Proclaimed the time was neither wrong nor right.
I have been one acquainted with the night.

Before I built a wall I'd ask to know What I was walling in or walling out, And to whom I was like to give offense

In one line of his poem he said good fences make good neighbors. I'd like to think that Alaska and British Columbia working together can prove that we can be pretty darned good neighbors without fences.

The need for urgency in resolving this issue should be apparent, ... A number of neighbors have septic systems that are constantly malfunctioning due to heavy rains, roots systems and deteriorating drain fields.
