Had the United States not acted in Iraq, Libyan leader Muammar Qadhafi would likely not have declared his weapons programs, submitted to international inspections and voluntarily dismantled its programs.

In addition, it is very likely that United States action in Iraq caused Iran to open its nuclear facilities for international inspection and suspend its uranium enrichment activities.

Further, not only the United States, but the French, British, Germans and the United Nations all thought Hussein possessed weapons of mass destruction before the United States intervened.

If we look at what the United States did in Iraq in the last three years, there are a lot of positive things and a lot of negative things. What the United States must do is to really understand Iraq in a different way.

I don't know that there is much the United States can do except work with the international community.

The nuclear weapons states, the United States of America in particular, have ignored their international commitments and have made no change in their unyielding stance on nuclear deterrence, ... We strongly resent the trampling of the hopes of the world's people.
