From the information I have received, it was an adult crime,

Tackle the crime first and create a platform for investment.

Using the crime analysis information, officers know what types of crimes are taking place and in what areas, so they know what to look for when they're on the streets.

At this point, we have such limited information that we don't know if we have a crime or a civil matter.

It's not an attempt to say one crime is worse than another. It gives the public more information to make their own decisions.

And so because of that and not having that information which is important to the investigation, this is the extreme circumstance that they went to in terms of laying charges.
