Everyone at some point is going to have a prescription that their Part D plan doesn't cover _ unless they're perfectly healthy.

That means the state's poorest seniors will have to pick up the tab for $216 million in prescription drugs.

That means more clinics are dividing the same pot of money. So there's less money for each clinic even while costs are going up.

So those we're punishing would be the poorest and least able to pay for prescription drugs.
