We are going full bore to prepare for as many contingencies as we can imagine for this weekend. Every city department is involved in spending most of its time in readiness for Hurricane Rita.

You don't want to campaign in areas that have been hit by a natural disaster. There's no place in Florida that has been unaffected.

It is difficult to understand the lack of preparedness and the ineffective initial response to a disaster that had been predicted for years and for which specific, dire warning had been given for days.
