Kofi is aware that the war has had casualties and insists all sides do everything to minimize casualties and to insure that all humanitarian norms regarding conflicts be respected.

We've been ringing the alarm bell for Niger since November of last year but funding increased only recently,

The response we're mounting now is quite effective and we'll continue to work with all of our partners ... to give the best possible assistance to the people of Niger.

Printing in Arabic started on Sept. 19, the day after the final text was approved, and it's being distributed to all and sundry.

Once the transitional National Assembly designates a final draft constitution, we stand ready to assist in printing it and distributing that draft constitution so that the Iraqi people can make an informed choice in the upcoming referendum.
