I think it's insane to require people to make their private signing keys available, for example. I wouldn't do it. The _default_ is to not allow conversion. Conversion isn't going to happen.

There are lots of Linux users who don't care how the kernel works, but only want to use it. That is a tribute to how good Linux is.
