Clearly there was a failure of some sort. Partly it was a failure of connecting dots (interpreting information), as they say. But a lot of dots were connected that weren't then acted upon. And so if you start talking about accountability, I think you also have to look at leaders and policy people.

It's going to force people to look at what is it within the intelligence programs we want to emphasize and what is it we believe we can cut back on.

Congress has to take a role in terms of intelligence that is unlike anything they do in any other authority, and that is to work without reference and without reference to who's getting more of the [pork] barrel and to work in a very positive way. There's great jealousies between the intelligence committees and the defense armed services committees. That shouldn't exist.

I think some media are abusing the access to information. I'm not in favor of saying the information shouldn't be available, but I don't want it abused.

Well, I think we're getting what we want, we're getting the information that's in it and getting the reasons why there's a big difference between the attorney general and the FBI director and that's the main thrust of our hearing and everything else to find out why there's this big difference and so the committee knows, the Congress knows and the American people know.

Preliminary information that we have is that there was a failure of the sea wall, and that caused a cascading-type effect, where the slab actually tilted and fell in the river.
