But I would say if the Security Council is only relevant if it agrees with the United States, then we have come a long way in a direction that I do not like very much.

I think that we have to do our job well, investigate thoroughly and then describe very honestly what we see to the Security Council. And some of the things might please people there and other things may not please the people.

The purposes of the United States should not be doubted. The Security Council resolutions will be enforced - the just demands of peace and security will be met - or action will be unavoidable. And a regime that has lost its legitimacy will also lose its power.

The failure of the United Nations - My failure is maybe, in retrospective, that I was not enough aggressive with the members of the Security Council.

Although they may be reckless with the security of the United States, I think they are utterly cold-blooded realists when it comes to political power.

The main target is the United States. Both sides want to improve their position for bargaining in terms of security, politics and economics.
