Because the shuttle is docked, it wouldn't be able to go after them if they got away.

If something happens to the shuttle on this one, it would be mistakenly shut down. Or [NASA would] really back off the program.

They should be measured on it and if they don't meet the standard, they get docked for it.

It may be a smaller vehicle and not as impressive or loud as the shuttle. [But] it could be able to launch and land within a few minutes.

Their pay will be docked for the loss of their boats ... they may even have a lifelong debt.
