Because of the lack of an organized presence.

Lack of police presence is a concern for me even as a male, as I have had two uncomfortable experiences there this summer running before sunrise to avoid the heat.

It obviously wasn't the result we were looking for, but our guys gave their best effort. I still feel like we can bounce back from this and have a good shot to win the tournament.

And even those states have some requirements for people who have demonstrated a lack of fiscal responsibility.

We are well organized. We've done enough of them to know what we are doing.
