As a not-for-profit utility, the goal is to extend service to an area that wasn't being served.

The Protestants of old go to work not just for the money, their biggest motivation for work is service to God and man. Not the interest to gain profit or make money.

Profit is not the legitimate purpose of business. The legitimate purpose of business is to provide a product or service that people need and do it so well that it's profitable.
