As a general statement, our position is that...there are old wounds here and that we would encourage all the parties in the region to move beyond their own particular histories with one another.

They would rather encourage 16-year-olds to go out, strap explosives to them and go out and try to kill other 16-year-olds, other innocent civilians. That's the kind of government that you're dealing with.

Like I said, and we have said many times from this podium, we're just not in a position to confirm those reports,

And I would note that, before making this statement, they launched the rocket attack in which several missiles landed in Israel and injured a number of people.

We encourage them to take steps. To stop terror attacks, to prevent them from happening. And we urge them also to act to dismantle terrorist organizations.

There's nothing new here; old ground having been plowed.
