Any time you do a consortium, you have a better opportunity. You improve instruction in the classroom when you have multiple districts.

We have created well over 100 units of instruction and posted them on the BMW web site. They are available to anybody who wants to use it. You do not have to go and reinvent the wheel.

We are asking why this happened and look for ways to improve, ... When I was a teacher in the classroom and a student did poorly, I looked at what I did wrong, not what they did. This doesn't make or break a school system; it's about student learning. We need to be reflective of why this happened.

These three districts have been involved with that from the start. This long-standing relationship is testimony of our ability to work together.

It's a great experience for them.

That gives an opportunity for others to push and develop experience at this level.
