When you look at the gyrations in his policies, it appears he's plagued by an absence of core values. He comes across as a caricature, where energy and enthusiasm are confused with core values.

It's $40 million down the toilet, ... He's worse off now than if he hadn't held a special election. And these policy reforms — ideas that have merit — are now repudiated.
