An FBI team, comprising officials based in Islamabad and Kabul, has visited the site of the attack and inspected the wreckage of the blown-up consulate vehicles.

The cause of the mishap appears to be mismanagement.

Now investigators can't have the false assumption that when they take down one site that the attack is done.
