Allegheny County has not signed a contract. We're hoping to get things wrapped up relatively soon.

This is the same exact system that Beaver, Butler and Westmoreland use. It puts Allegheny County on an equal footing with the counties around us.

The job's not accepted until you sign the contract. I haven't signed anything yet. We're going down there to meet with them and take a look at Chapel Hill.

This is not a black eye, it's a scar on the county, ... And it won't go away anytime soon.
